Subject: Review of Ballot Propositions by GPCA General Assembly

Subject (10 words or less): Review of Ballot Propositions by GPCA General Assembly

Background and Purpose (100 words or less; include relationship, reasons and/or justification to the GP): There are two methods for the GPCA to take positions on statewide ballot propositions -- by polling County Green Parties or by action of the General Assembly.  County polling is conducted by the Coordinating Committee.  Past practice has been for the CCWG to collect reports on ballot measures which are circulated via the County Contacts email list.  If there are propositions which do not receive sufficient County polling responses for the GPCA to take a position, those should be reconsidered at the September 9-10th plenary.

Proposal (200 words or less): Reconsider statewide ballot propositions to be voted upon in the November 2006 General Election that did not receive enough votes by County Polling to establish that the GPCA should support, oppose or have no position (i.e., lack of quorum or less than 80%).  Summaries of ballot measures and full text links can be found via the Secretary of State website.
 

Committee Decision (Report if the proposal had consensus of the committee; and/or what concerns were expressed): Because of the July 15th deadline, this proposal had limited discussion by email.  The first CCWG teleconference since its June 25th plenary meetings will not be until July 17th.  Jo Chamberlain suggested ballot propositions be considered by the General Assembly.  Others affirmed that the County Polling process had the potential to get more people aware of the initiatives and involved in the decision-making process.  

Timeline:
  Receive report on County Polling from the GPCA CC before the plenary.  Present brief summaries for a series of quick votes by delegates at the General Assembly for unresolved ballot measures.  Promptly report any results by email on the County Contacts list and via GPCA website.

(Personnel, number and frequency of meetings, projected work hours, finances, etc. Permits/permission needed? Application needed? Insurance required? Any bylaw/platorm conflicts?): One hour of plenary time; possibly less depending on the number and type of ballot measures where the GPCA position remains unresolved after County Polling (i.e., lack of quorum or less than 80% for support, oppose or no position alternatives).  Communication of positions, if any, by Media Committee and GPCA webpage volunteers.  Communication of GPCA positions by County GP's.
